Welcome to the second issue of the Goshen Community Newsletter!

The year has flown by and it's hard to believe 2023 will soon be coming to a close.

This quick newsletter is intended to inform you of some important information about upcoming events.

Important News & Events

Informational Meeting for Town Ballot
March 2024

Please join the Selectboard on Saturday, November 4th for an informational meeting to present proposed ballot items for March 2024. We will present our plan and look forward to hearing your feedback. Light baked goods and drinks available. Meeting begins at 4 pm.

Proposed changes:

Shall the voters authorize the Selectboard to appoint a town treasurer as provided in 17 V.S.A. § 2651f?

Shall the voters authorize the Selectboard to appoint a town treasurer that is not a town resident?

Shall the voters authorize the Selectboard to eliminate the office of town auditor as provided in 17 V.S.A. § 2651b?

The selectboard shall contract with a public accountant licensed in this State to perform an annual financial audit of all funds of the town except the funds audited pursuant to 16 V.S.A. § 323.

Shall the voters authorize the Selectboard to eliminate the office of constables as provided in 17 V.S.A. § 2651a?

Winter is Coming!

Have you seen these clever signs around town? They were designed by Bob West, Goshen's Energy Coordinator. He came up with the fun concepts to promote "Button Up Goshen". For this first year, we decided to collaborate with the Town of Brandon to present a "Button Up" workshop designed to educate and inform homeowners on the myriad of efforts and investments you can make to your home that will go a long way to saving you on energy costs. Details on this educational event below.

Balsam Tree Donation

A special thank you to Steve and Elsie Sherrill for their donation of a Balsam tree. The tree was planted by Steve, Elsie, Tammy Walsh, Fran Viko, and the crew from Goshen Mountain Landscaping. The new flower garden in front of the tree was purchased with ARPA funds and designed and planted by Tammy Walsh and Fran Viko.

Upcoming Selectboard Initiatives

TOWN GREEN
The Goshen Town Green is shaping up nicely with a manicured lawn, cleared up area around the Town Garage and a new Flower Garden. There has been some discussion on whether to add a Gazebo/Bandstand on the green. What do you think? Attend a meeting or email the board and let us know.

Buildings & Grounds

Technology & Security
The board has installed three new security cameras. One inside the town office, one pointing at the town hall and one securing the town garage. The camera footage is only accessible when inside the town office and logged onto the network. There is a draft policy in progress to guide the board on the process should there be a need to review footage.

MERP Grant

Thanks to Bob West for his work on the MERP Grant. We have received a min-grant for $4,000 to assist with educating our community on your homes' energy consumption.

In addition, we qualify for $500,000 in a building grants for the Town Hall and Town Office. The application for the energy assessment by a certified contractor has been submitted and we are waiting to hear when they will come. Once we receive that assessment we will be able to apply for the full 500K grant in early 2024. Stay tuned!

Town Office Renovations
During Covid Vermont municipalities received federal funding tagged for specific expenditures to assist towns with Covid requirements. Goshen initially thought we were receiving $24,362. These funds were allocated and spent on the digitization of land records, air purifiers in the town hall and office, a heat pump installation in the town office, and replacement windows in the basement of the Town Hall. Upon further investigation it was discovered that we actually received a total of $48,736.46 in ARPA funds, in three deposits in 2021, 2022 and 2023.

Therefore, additional planned expenditures for the these funds have already included the replacement of Bulletin Boards at the Town Office, Garage and Town Hall, new tables, folding chairs, and tablecloths for the Town Hall. Additionally we have purchased a new light on the Town Office, the new garden on the Town Green, relplacement of the Town Office sign is iunderway along with the lettering of the town equipment and landmark V-plow on the green.

During the winter of 2024 we will look to the refinish of the town office floors (long overdue), add a new gas stove and a larger sink in the town hall kitchen, and make updates to cabinetry in both buildings.
Weather Report
It has been positive to see the number of Goshen citizens attending regular selectboard meetings. The board appreciates interest as well as feedback.

The selectboard encourages citizens to attend AND participate in meetings to present ideas and constructive opinions.

911 Accuracy – Using WIFI Calling on Your Cell Phone

As more and more people are using cell phones, it is important to check that your phone is set up with the correct 911 emergency address. When connected to your home network, please set up/check that your emergency address is set to GOSHEN and didn’t revert to Brandon when you set up WIFI calling.

With the correct address on your phone, when someone dials 9-1-1 the address and phone number of the caller is display on a map allowing assistance to be sent right away. Remember to also post your address at the beginning of your driveway to lower potential confusion to responders.
